Does an employer normally conduct the criminal background check or employment reference check first?

Just curious…when a job offer is made contingent upon the successful completion of a criminal background check and favorable references from your previous employers, which would they complete first? HR professionals, I welcome your input!
Mr. Perfect, obviously if I took the time to post the question then it must matter to me which one is done first, otherwise I’d have never asked…

    For the background checks cost money so we usually did those last and assisted with interviews and assisted with interviews and only for the interview then employment check last and assisted with interviews and only for the candidate we.
